The Problem and Model Optimization of Post-Disaster Housing Reconstruction under the Governance Concept：Take G Province as An Example

Abstract: Postdisaster housing reconstruction is a difficult problem for the people's greatest concern in the disaster-affected area. There are some problems in the government and the affected households. To the government, firstly, it is not professional about how to evaluate“the whole houses fell down”, so the status of loss can't be defined clearly; secondly, because the financial aid program is complex and low-efficient, the money arrive too slowly; thirdly, the government put more importance on finishing the test without caring the quality and so on. To the house-hold, there exist some problems like pretending as the full back door location and superstition. Otherwise, multiple factors lead to delaying location. Base on the concept of governance, we should take the all-around-collaboration-mode to replace the single hierarchical management system after the disaster-household rebuilt, which is include the government, market, social organization, and residents.
